The Certificate of Professional Competence in Road Transport Operations Management (TM CPC) fulfils the criteria outlined in EU regulation (EC) 1072/2009 and SI 265/2018 European Union Occupation of Road Transport Operators regulations as well as subsequent regulations, including (EU) 2020/1055.

These regulations are designed to ensure conformity concerning standard operating criteria for all transport operators throughout the EU. To achieve this aim, those who wish to act as a Transport Manager for or on behalf of a transport undertaking within the EU, or those that want to set up their transport undertaking within the Haulage or Passenger industry, must attend a certified training course, and upon completion, sit and attain a pass mark in the state examination, which is run on behalf of the Department of Transport (Ire) by the Chartered Institute of Logistics and Transport (Ire).

ISM is an approved training provider of this course and is registered with the Department of Transport in Ireland and the Chartered Institute of Logistics and Transport (Ire).

The training course aims to develop the skills of those who wish to function as a registered Transport Manager or to up-skill those who seek to become owner-operators within the Road Haulage or Road Passenger industries within Ireland or the EU.

The ISM Certificate of Professional Competence in Road Transport Management course takes place over ten weeks via a blended learning format. This means those studying with ISM can attend Live Online classes via Zoom and face-to-face in our CILT-approved ISM Training Centre (Tallaght) in Broomhill Business Complex, Dublin 24. The CILT regulations state that  ALL delegates must complete at least 100hrs tutor-led training and suggest an additional 100hrs self-study before sitting the examinations.

All online and classroom sessions are live and recorded, allowing delegates to review the classes from their desktops, laptops, or mobile phones. There is also an online class platform where past papers, assessments and assignments are uploaded and assessed/marked by our industry-leading tutors. This allows our delegates to map their progress and our tutors to identify areas for improvement and give additional help and direction to those that require it.

Who Should Attend?

The course is designed to fulfil the EU regulations for Professional Competence for those aiming to either run their own road transport operations or function as company transport managers for existing businesses in Road Haulage or Road Passenger operations. Therefore, delegates who are seeking to attend training should be aware that the course is an intensive and comprehensive one and focuses on nine principal areas:

  1. Introduction to Road Haulage and Road Passenger transport operations, setting up a business.
  2. Access to the Road Transport Market (Haulage and Passenger)
  3. Road Transport Operations Management (Haulage and Passenger)
  4. Vehicle Licencing regulations (Haulage and Passenger)
  5. Financial Accounting regulations
  6. Vehicle Technical specification regulations (Haulage and Passenger)
  7. Civil, Commercial and Social law and legal regulations
  8. International Transport agreements and licences (Haulage and Passenger)
  9. Vehicle Road Safety, Tachograph Regulations, Working Time Directive, Vehicle Maintenance, Inspections, CVORI and
    other regulations (Haulage and Passenger).

There are no previous formal educational requirements to attend the course; however, delegates should desire to upskill and develop their competencies in all the above areas and understand some or all of them. Delegates should also have an excellent command of English (the course will have heavy theory-based content) as well as basic computer skills (the ability to upload assignments) and good mathematical knowledge (The financial and accounting course element can be challenging).

I trained for the D license with ISM and passed on my second attempt, I would likely have passed first time, however I was a bit nervous on the day of the test. I had quality instruction from qualified and experienced instructors including Chris, Stylianos, Enoch, Joe, George and Victor (thank you) and excellent support from the admin team Lukas and Adam (thank you). ISM is a professionally run operation that prides itself on doing all it can to assist learners to pass there test, in my opinion. I also purchased some B licence lessons for my son, who has said he is enjoying his training also. I would highly recommend this company to anyone for instruction in any of the categories required for the license and vehicle they wish to acquire.

I had an excellent experience preparing for my driving test with Ms. Rofeda. She is highly professional, patient, and incredibly supportive, helping to build confidence behind the wheel from the very beginning. Her teaching style is clear and focused, making it easy to understand and improve with each lesson.

I had a really positive experience with the Irish School of Motoring (ISM). From start to finish, everything was handled professionally and efficiently. My instructor, Ioan Padureanu, was patient, knowledgeable, and explained everything in a clear, easy-to-understand way, which really helped build my confidence on the road.

I took several lessons with Ms Rofeda to prepare for my test. She prepares you incredibly well for the driving test and knows exactly what examiners are looking for. I just passed my test in Raheny, and I couldn’t have done it without her. She is professional, very sweet, and really helps build your confidence behind the wheel. Highly recommended!

I had a great experience with the driving school from start to finish. The quality of the service was excellent, everything was well organised, punctual, and professional. Bogdan was patient, clear in their explanations, and always focused on helping me improve.

What was really impressive was how closely the lessons matched the actual driving test. The routes we practiced, the manoeuvres, and even the small details around observation and positioning were extremely accurate compared to what I encountered on the day of the test.

I completed 12 EDT lessons with Ioan and would highly recommend him. He was extremely patient, supportive, and always helpful throughout. He’s very knowledgeable and experienced when it comes to driving and understanding the test requirements. I have completed my BE C D and CE driving training with ISM.

I started with my BE in 2022 with Ger and I must say he was an absolute gent, extremely patient and helpful, which helped me pass first time.

I moved on to my C licence in June 2025 which I also completed with Ger and again he was an absolute gent, so patient and helpful. He made sure I knew everything I needed to before the test, both theory and practical driving. Thanks to Ger I was so relaxed going into my test which I passed in August 2025.

In September 2025 I started my D lessons after just 3 lessons I passed my test first time. The gent I done my lessons with retired just after I completed my test which was a shame.

In October 2025 I started to do my CE lessons with Laszlo. Laszlo is an amazing instructor. He has so much patience and knowledge. He knows how to put you at ease during the lessons and build confidence. I done one CE lesson with David O Carroll who was an absolute gent to work with. He was another amazing instructor to drive with. He knows how to make you feel relaxed and confident behind the wheel, which is what helped me pass my artic test first time in January 2026.

All of the instructors I worked with were absolute gents. They have so much knowledge and patience. They make you feel so relaxed. It’s an amazing team of instructors and I would highly recommend working with them.

The only downside to dealing with ISM is it is clearly a business, all the company wants to do is make money which you can’t blame them but it can make you feel an unnecessary awkwardness. The instructors clearly care and do their jobs well but one instructor in particular was big into pushing for more lessons which I don’t think were needed. When I done my bus lessons during the first one everything I done was “perfect” but I still needed 2 more lessons which also went “perfect” with nothing needing to be fixed. I had just passed my rigid test so I was use to large vehicles and I was still in test mode. Those 2 extra lessons definitely weren’t needed but look I did enjoy them.

The call takers in the office were very helpful but they are definitely the biggest pushers to make as much money for the company as possible and it’s very obvious and definitely made me feel really uncomfortable when dealing with them. I had lost 30 minutes off of my 1 hour pre test for my artic test because the instructor wasn’t available before this time which was okay but I had to make an issue out of it to receive a €15 discount off of a €275 fee. This was after spending over €4000 getting all of my lessons in all the categories, it was clear I was just euro signs in their eyes. This is the only downside to ISM. The one thing I would recommend to combat this is purchase your lessons online and just call to book in using your purchased credits.
